Request for bids for lease of land, construction, ownership and operation of a crematorium in the Thomaston Village Cemetery.
The Town of Thomaston seeks to lease a 100 x 100 foot parcel of land located in the Thomaston Cemetery for a successful bidder to erect, own, operate and maintain a crematorium on this leased land, and to provide the necessary appliances and facilities for the cremation of human remains in accordance with the laws of the State of Maine.
The Town represents that the Thomaston Village Cemetery is at least 20 acres in size, and that this cemetery has been in existence and used for burials for at least two years.
The land to be leased is shown on the map attached and marked as Exhibit A.
The successful bidder will sign a lease with the Town of Thomaston to lease this land for a period of 50 years. The amount of monthly rent shall increase annually based upon the Consumer Price Index in New England. The amount of monthly rent shall be determined by competitive bid.
Bidders should be aware that they are responsible for providing for their own water, sewer and power to the site. There is a connection to the municipal sewer system some distance away, but the cost to connect to the sewer system may be prohibitive.
All bidders are responsible for determining adequacy and suitability of the site for their use.
All bidders must include a detailed description of the type of structure and equipment to be used in the operation of the crematorium, including the manufacture and type of fuel to be used in the cremation process.
The detailed description of the structure must include a plan showing the size of the building and its location on the site. The Town Government shall approve the design of the building, and the bid award shall be based partly upon the design of the building.
Once the bid is awarded, the Town and the successful bidder shall enter into a Lease Agreement and a Construction Agreement.
The Construction Agreement will include the commencement date for construction and the completion date of the crematorium in accordance with the plans. The Construction Agreement will provide that the successful bidder will be submitting a Performance Bond in an amount equal to the full contract amount conditioned upon the faithful performance of the agreement to build in accordance with the plan.
The Construction Agreement will also provide that the successful bidder must submit a Payment Bond in the amount equal to the full contract amount solely for the protection of the claimants supplying labor or materials to the general contractor or for subcontractors in the prosecution of the work provided in the contract.
The successful bidder must obtain all necessary permits, state licenses, pay all fees and comply with all local, state and federal laws.
The Town will base its award on the design of the building proposed, the amount of rent to be paid and the experience of the proposed bidder.
The bidder must obtain a license from the State of Maine to build a crematorium at this site. The Town reserves the right to reject any and all bids.
Bids will be received at the Thomaston Town Office no later than 5:00 pm on Wednesday, December 18th, 2019. The envelope must be clearly marked "Crematorium Bid."

Bids must be received by October 17th at 5pm at the Thomaston Town Office in order to be considered. Envelope must be sealed and marked 1980 John Deere Grader bid.
The Town of Thomaston reserves the right to make the final determination and the right to reject any or all bids and to waive any formalities if deemed.
